These are frequencies in one KanjiVG snapshot. They are not a rule that a stroke must cross what was written before it, or that the crossing stroke must be the second stroke.

How a crossing is read

Proper crossing
Two chords, one from each stroke, meet at a point in the interior of both, and the chords are not parallel. The point is more than the touch tolerance from every endpoint of both strokes. A hit exactly on an interior sample counts when the samples on either side of it lie on opposite sides of the other chord, and that sample is likewise clear of the endpoints.
Touch
The pair is not a proper crossing, and the polylines come within the tolerance. A pair is one or the other, not both.
Endpoint
A touch in which some endpoint of either stroke lies within the tolerance of the other polyline. A transversal that falls within the tolerance of an endpoint is this, not a crossing.
Tangency
A touch in which no endpoint lies within the tolerance. The bodies of the two polylines come within the tolerance, and they do not cross.

Click a plate to replay. With reduced motion the finished character stays still. When a crossing stroke is drawn, the strokes it crosses turn cinnabar and that crossing stroke turns indigo.
